The last line says that the external delegate for *.svg files is a program called rsvg-convert. If you don't have that program, it won't be used.

I suggest you install Inkscape, which is (as far as I know) the most complete rasterizer of SVG.

You need an "at", "@":

This chops it into two pieces horizontally, but only one vertically.

So our population is 3: red, green, and blue. But a single pixel has exactly one colour. The population is 1, however many channels it has. If there are two pixels, the SD should be zero (if they have the same colour) or some larger number if they are different. I accept there is room for different...

A more suitable tool for that task is pdfunite, which is available for *nix, Windows (eg from Cygwin), and probably many other platforms.

What do you mean by "raw decompressed pixels"? If you mean pixel data as it appears in the file, no IM doesn't give you that. It always converts the file data into its own format, which depends on the Q-number and whether HDRI is used.

On SVG rendering, see http://www.imagemagick.org/Usage/draw/#svg

Does Inkscape correctly process the SVG? If it does, then I suggest you use that as the IM delegate. If it doesn't, there's a problem with your SVG file.

After the "-tile", you have one image for each of the output pages. You can do whatever you like to those images, such as adding a white border or annotating with a page number. If all the inputs are the same size, calculate the height minus 2*200, and "-chop" that out of every image, then append.

If they are different heights, you need to calculate the chop height, which you can do in v7:
