You can convert html to an image using https://www.npmjs.com/package/html2image, for example. Not sure how you would do it .NET.

Sorry, one of the Windows users will have to help you. I am on a Mac which uses Unix and the scripting is very different. But you can probably search google or stack overflow and get some information about bat file for loop scripting syntax and examples.

I do not know Linux installs. But the patch date is more important than the version number. Check with the CentOS people about a more current patch or install the binary from https://imagemagick.org/script/download.php for IM 7 or https://legacy.imagemagick.org/script/download.php for IM 6

If jpegtran cannot do it in a batch, then you should be able to do a simple for loop over each image in a folder and call jpegtran in the loop.

You will always lose some quality going from 16-bit to 8-bit, but it may not be visually noticeable. You have to decide what you want to do here.
