Unfortunately we cannot reproduce the problem you reported. We're using ImageMagick 7.0.7-18 under Windows 10 and your command executes without complaint and creates Output.jp2 as expected.

Introducing Linear Gray

As an analog to linear (RGB) and non-linear (sRGB) color colorspaces, as of ImageMagick 6.9.9-28 and 7.0.7-16, we introduce the LinearGray colorspace. Gray is non-linear grayscale and LinearGray is linear (.e.g. -colorspace linear-gray). Move any discussion to the Developers forum.

Note identify -verbose says "Base colorspace: sRGB". The colorspace of gray is the colorspace *after* the image is analyzed. It means that all the colors have identical red, green, and blue intensities.

Both IMv6 and IMv7 currently return 0.471405 for your two color use case. For one color, both return 0.
