Why do you need to resample the image (-resize or -scale)? Why not just change the density so that it prints to the desired print size. Post your input and output images and exact command line. Note that deskew will add a background color and the edges of your original image will likely be interpolated to new colors.

Imagemagick can resize or change quality of images of images in one folder and put them to another folder. It can get the file size and you can write a script to decide if you want to resize or not.
