Please Help. Other cmd access problem or no image magick

I have install the imagemagick dll files and ran into an error coed 2 when it tried to run ppm... so i installed the static version it ran on.. but when i try to use imagemagick in my php programs i get the following error
IMAGEMAGICK
Path you have set from admin area: C:\imagemagic
The ImageMagick executeable was found.
ImageMagick was not found, or the cmd.exe had not enough permissions to execute ImageMagick
I am using a user defined administrator account but it refuses to co-operate... can anyone tell me exactly what needs to be done in order for my to get image magic to work? ie: cmd perdmissions
