When you run the configure script on the command-line, it will determine if a particular delegate is available to incorporate with ImageMagick. Check the last 50 or so lines of the configure script. Here's a snippet on our system:

  ZLIB              --with-zlib=yes             yes

  FEATURES        = DPC HDRI Cipher OpenMP
  DELEGATES       = bzlib djvu mpeg fftw fontconfig freetype heic jbig jng jpeg lcms lzma openexr openjp2 pango png ps raqm raw tiff webp wmf x xml zlib zstd
If a delegate is not found, check `config.log` to determine why a delegate failed to validate. Fix the problem and rerun the configure script and then `make` and `make install`. A fast way to ensure delegates are available on Linux systems is to first install the ImageMagick development package, e.g. `apt install imagemagick-dev`. Now run the source distribution configure script. The script will now find many of the supported delegate libraries.

Will these come under Delegate library configuration in Configure file or the output of running the configure script

What is your platform/OS? You can install binaries that include most if not all the needed delegates. See https://imagemagick.org/script/download.php

I'm using Ubuntu os .I need to Install ImageMagick which have or support all the delegates

What is your question? What does config.log say about the C compiler?

It says C compiler cannot create excecutables
what to do ?

Why not try the pre-compiled portable version of ImageMagick. Download it @ https://imagemagick.org/download/binaries/magick. Don't forget to set executable permissions before you run it like this:

The failure seems to be in /usr/bin/ld , which I suppose is called by gcc. It can't build even a trivial program.

Sorry, I don't know what the problem is. Perhaps the compiler toolset needs to be re-installed.
