Add frame to Image

Add frame to Image

Hi,
really new to this amazing product, I'm reading the docs at http://www.imagemagick.org/Usage/masking/#editing
I need to apply a frame (png, svg whats better?) image around another image (png\jpg)
so if I have a regular rectangle image and I apply this crazy shape frame, I 'll have the frame and inside I'll see my image

what I need (I have the border as a png or SVG - what is better?)

Please always provide your IM version and platform, since syntax may vary. If you have a frame image, please post that.

I noted that I have the frame image "I have the border as a png or SVG - what is better?"
IM version - ImageMagick-7.0.7-14-Q16-x64-dll.exe

It should not matter. But if you have the frame already sized as a png, then provide that.
