I have Tiff2PDF which is ...

I am having an issue with this program not converting annotations (Tag 0x80A4 Wang Annotations)

I'm not a C programmer.

Are there windows or cygwin binaries available for this program?

If so, does it support the Wang Annotations?

I am converting around 1000 faxes a day to PDF to attach to an email. The faxes are stored electronically as TIFF files because this allows the operators to add messages regarding the fax to the fax itself.

In the past, these notes have been excluded from the PDF (by the fact that tiff2pdf didn't read them). Now the notes need to be included.

Any help would be appreciated.

ImageMagick is available for Windows and Unix systems and does convert tiff to pdf, but I don't know about your Wang anotations. You could post a sample and someone could try it.
